Regulation for Domestic & International Inbound

The Ministry of Foreign Affairs of the Republic of Indonesia presents its compliments to all Foreign Missions (PNA) and International Organizations (OI) in Indonesia, and refers to the Ministry’s Circular Note No. D/00255/01/2021/64 dated 9 February 2021 regarding the announcement of the Circular Letter of the National Task Force for Handling COVID-19 Number 8 of 2021 concerning International Travel Health Protocols during the COVID-19 Pandemic Period (SE-8/2021).

It is hereby respectfully conveyed that in order to protect the people of the Republic of Indonesia from imported cases of increased transmission of the SARS-CoV-2 and SARS- CoV-2 new variants, namely, the Alpha, Beta, Delta, and Gamma variants that are developing in various countries including Indonesia, a prompt response from the Government is needed to add special provisions for international travelers entering to Indonesia. The Government of the Republic of Indonesia has set regulatory adjustment as follow:

  1. National Task Force for COVID-19 Handling Circular Letter Number 14 Year 2021 concerning Provisions for Domestic Travel during the COVID-19 Pandemic Period (SE-14/2021); and

  2. Addendum to the National Task Force for COVID-19 Handling Circular Letter Number 8 Year 2021 concerning International Travel Health Protocols during the COVID-19 Pandemic (SE-08 Addendum);

with the objective of implementing stricter health protocols for both domestic and international travellers. The Ministry further conveys to all Foreign Missions and International Organization regarding the main points of the regulation:

A. Domestic Travel for Foreign Nationals as regulated in SE-14/2021

  1. Every individual who travels domestically is obligated to comply with the health protocols set out in each area of origin or destination.

  2. Long-distance travelers to and from Java and Bali using all modes of transportation (land, air, and sea) must provide: (i) the first vaccination card, (ii) a certificate of negative RT-PCR or Rapid Antigen (depending on the mode of transportation), and (iii) Implementing the 5M health protocol, namely: wearing a mask, washing hands with soap and running water, keeping safe distance, staying away from crowds, and limiting mobilization and interaction.

  3. Foreign nationals who are already in Indonesia and need to travel, both domestically and internationally, are required to be vaccinated through a program or mutual cooperation scheme in accordance with the laws and regulations that will be announced accordingly.

B. International Travel for Foreign National allowed entry to the Republic of Indonesia

  1. Foreign nationals allowed entry to the Republic of Indonesia still the same as the SE- 08/2021, which refers to the provisions of the Regulation of the Minister of Law and Human Rights Number 26 of 2020 concerning Visa and Stay Permit During the New Normal Adaptation Period which takes effect from 29 September 2020.

  2. RT-PCR health test requirements for foreign nationals traveling from abroad are as follow:

    • 3 x 24 hours before departure;

    • 1 x 24 hours after arrival in the Republic of Indonesia; and

    • 7 x 24 hours after arrival/before terminating 8 x 24 hours mandatory quarantine period

  1. Mandatory quarantine provisions to all foreign nationals travelling from abroad (self- isolation and hotel isolation) are still in effect as stipulated in SE-08/2021, with changes to the provisions on the duration of the quarantine period as follows:

    • Heads of Foreign Missions and International Organizations as well as their families are allowed to undertake self-isolation for 8 x 24 hours at their respective residence; and

    • Diplomatic corps and embassy staff members, along with their families, and other foreign nationals in general, shall undertake quarantine for 8 x 24 hours at the list of accommodations Certified by the Ministry of Health, upon independent choosing, with cost burdened independently.

    • After 8 x 24 hours mandatory quarantine and tested negative, all international travelers are encouraged to undertake self-isolation at their respective residence up until a total of 14 days after arrival in the Republic of Indonesia.

    • Mandatory quarantine is exempted for foreign national with diplomatic and official visas who are visiting for the purpose of state/official visits of foreign officials at Ministerial level or above to the Republic of Indonesia, with the implementation of strict health protocol.

  1. The following Vaccination Policy applies to all foreign international travelers:

    • All foreign nationals entering the territory of the Republic of Indonesia are required to show COVID-19 vaccination certificate or vaccination card (in physical form or digital form) as proof of completing vaccination in full dose.

    • The requirement to show COVID-19 vaccination card or certificate (in physical form or digital form) is exempted for foreign nationals who are holders of diplomatic and service visa and are part of a foreign official/state visit on ministerial level and higher rank and foreign nationals entering Indonesia under the Travel Corridor Arrangement scheme, by upholding principles of reciprocity and implementing strict health protocols.

The Ministry advices all Diplomatic Corps and foreign nationals who are already in Indonesia to comply with the stipulations of the aforementioned National Task Force for COVID-19 Handling Circular Letter and the recent Addendum to the National Task Force for COVID-19 Handling Circular Letter, and to limit domestic travels that are not urgent and shall be affected by the enforcement of the prevailing health protocol, and to participate in rapidly reducing the COVID-19 transmission in the Republic of Indonesia.

The Ministry further informs all Foreign Missions that the aforementioned regulation shall be put in to effect starting from 6 July 2021 and shall remain in force until further notice.
